Light scope

Discovery reads passive origin feeds: LLDP neighbors, ARP and MAC tables. It surfaces origin, last-seen time, and drift against the registry. It does not configure scan ranges, hold credentials, or run on a polling schedule. Each finding is a reconciliation prompt, not an enrollment.
