The engine splits the MRC between the two endpoint jurisdictions. US Federal surcharges apply once to the US-taxed base; each end then adds its public-utility and sales tax (or VAT) against its own share.

A buyer PunchOut session hands off to the supplier catalog, then the supplier transfers the cart back to the buyer's ERP as an order message. The session lifecycle runs setup, shopping, transferred, expired.
